Surah Al-Imran (3:129)

وَلِلّٰهِ مَا فِى السَّمٰوٰتِ وَمَا فِى الۡاَرۡضِؕ يَغۡفِرُ لِمَنۡ يَّشَآءُ وَ يُعَذِّبُ مَنۡ يَّشَآءُ ؕ وَاللّٰهُ غَفُوۡرٌ رَّحِيۡمٌ‏ ۝

Walillahi ma fee assamawatiwama fee al-ardi yaghfiru liman yashaowayuAAaththibu man yashao wallahughafoorun raheem

And to Allāh belongs whatever is in the heavens and whatever is on the earth. He forgives whom He wills and punishes whom He wills. And Allāh is Forgiving and Merciful.

The Scope of Sovereignty: God forgives and punishes as He wills.

The Insight

Everything in the heavens and earth belongs to God, and He forgives or punishes whomever He wills, for He is forgiving and merciful. Accept God's comprehensive power. Recognize that the decisions of pardon and punishment are completely His. This should motivate intense prayer for mercy for all mankind.
