Charity is for the poor who have been restricted for the cause of Allāh, unable to move about in the land. An ignorant person would think them self-sufficient because of their restraint, but you will know them by their characteristic sign. They do not ask people persistently or at all. And whatever you spend of good - indeed, Allāh is Knowing of it.

Tadabbur (Reflection)

Theme of the Ayat

The Dignity of the Discreet Poor: Finding the hidden needy in society.

The Insight

Charity should be sought out for the deserving poor who cannot openly travel or beg for livelihood. Seek the self-respecting poor. Develop systems to identify the needy who maintain self-respect and do not beg publicly. Charity should be discreetly delivered to maintain their dignity.
