Surah Al-Baqarah (2:193)

وَقٰتِلُوۡهُمۡ حَتّٰى لَا تَكُوۡنَ فِتۡنَةٌ وَّيَكُوۡنَ الدِّيۡنُ لِلّٰهِؕ فَاِنِ انتَهَوۡا فَلَا عُدۡوَانَ اِلَّا عَلَى الظّٰلِمِيۡنَ‏ ۝

Waqatiloohum hatta latakoona fitnatun wayakoona addeenu lillahi fa-iniintahaw fala AAudwana illa AAala aththalimeen

Fight them until there is no more fitnah and until religion i.e., worship is acknowledged to be for Allāh. But if they cease, then there is to be no aggression i.e., assault except against the oppressors.

The Ultimate Goal: Fighting until persecution ends and all devotion is God's.

The Insight

Fighting is commanded until all religious persecution ends and devotion belongs exclusively to God. Dedicate your struggle to justice. Your struggle (*Jihad*) should be aimed at creating a free, just society where everyone is safe to follow their conscience and practice their faith without oppression.
