Say, "To whom belongs whatever is in the heavens and earth?" Say, "To Allāh." He has decreed upon Himself mercy. He will surely assemble you for the Day of Resurrection, about which there is no doubt. Those who will lose themselves that Day do not believe.

Theme of the Ayat

The Sovereignty of Mercy: God's mercy encompasses all creation.

The Insight

The Prophet is commanded to ask: 'To whom belongs what is in the heavens and the earth?' The answer is God, who has decreed mercy for Himself. **Rest in boundless mercy.** Recognize that God's authority is tempered by His boundless compassion. This combination provides the foundation for both hope and fear.
