Surah As-Sajdah 32:13
وَ لَوۡ شِئۡنَا لَاٰتَيۡنَا كُلَّ نَفۡسٍ هُدٰٮهَا وَلٰـكِنۡ حَقَّ الۡقَوۡلُ مِنِّىۡ لَاَمۡلَئَنَّ جَهَنَّمَ مِنَ الۡجِنَّةِ وَالنَّاسِ اَجۡمَعِيۡنَ‏ ۝
Walaw shi-na laataynakulla nafsin hudaha walakin haqqaalqawlu minnee laamlaanna jahannama mina aljinnati wannasiajmaAAeen
And if We had willed, We could have given every soul its guidance, but the word from Me will come into effect that "I will surely fill Hell with jinn and people all together.
