Surah An-Naml 27:48
وَكَانَ فِى الۡمَدِيۡنَةِ تِسۡعَةُ رَهۡطٍ يُّفۡسِدُوۡنَ فِى الۡاَرۡضِ وَلَا يُصۡلِحُوۡنَ‏ ۝
Wakana fee almadeenati tisAAatu rahtinyufsidoona fee al-ardi wala yuslihoon
And there were in the city nine family heads causing corruption in the land and not amending its affairs.
