Surah Al-Anbiya 21:95
وَ حَرٰمٌ عَلٰى قَرۡيَةٍ اَهۡلَكۡنٰهَاۤ اَنَّهُمۡ لَا يَرۡجِعُوۡنَ‏ ۝
Waharamun AAalaqaryatin ahlaknaha annahum la yarjiAAoon
And it is prohibited to the people of a city which We have destroyed that they will ever return
